They all received the institution from the Pope, who announced it with an air of triumph to the college of Cardinals, in his Collocution of the 24th of May, 1802. He had good reason to congratulate himself at this epoch, the more so as he had been made to believe that the re-elected constitutional clergy had made a retraction, and received penitence and absolution.
